„Africa Intellectual Property Forum” nach heftiger Kritik abgesagt
Eigentlich sollte vom 03.-05. April 2012 das Africa IP-Forum im südafrikanischen Kapstadt stattfinden. Fünf Wochen vor dem Termin liegt in meinem Mail-Eingang nun eine Absage für das von der US-Regierung und der World Intellectual Property Organization (WIPO) organisierte Event. Dort heißt es:
“Dear Delegates, The Africa Intellectual Property Forum organizers would like to thank you again for your interest in this event, originally slated for April 3-5, 2012 in Cape Town, South Africa. The Africa IP Forum will be rescheduled. Organizers are committed to ensuring that all stakeholders – in government, private business, the arts and the development community – are represented and engaged in the conference organization and agenda. We apologize for any travel and scheduling inconveniences these unforeseen developments may cause you. We hope that you will remain interested in attending the program at a later date. We will reach out to you as soon as we have a new date; however, please continue to check the program web site (www.cldp.doc.gov) for future details concerning the rescheduling. Kind regards, Africa IP Forum Team”.
Laut IP-Watch ist diese Absage folgerichtig, da in der Vergangenheit massive Kritik hinsichtlich Transparenz und Beteiligung von Vertretern aller interessierten Gruppen geäußert wurde. Der Druck auf die Verantwortlichen ist aller Voraussicht nach nun zu groß geworden, die Konferenz in ihrer bisher geplanten Form stattfinden zu lassen. Interessant ist dazu der Hintergrundbericht “US, WIPO Training Programme On IP Rights In Africa Comes Under Fire“. Darin heißt es:
“It’s as if the last five years didn’t happen – no WIPO Development Agenda, no discussion on copyright limitations and exceptions, no proposals in favour of libraries and archives, education, blind and visually impaired people,” said Teresa Hackett, Electronic Information for Libraries (EIFL). “But they did happen, and we will work to ensure that delegates attending the African IP Forum hear a diversity of opinion and perspective, and have the opportunity to debate these issues that are critically important to libraries in Africa and around the world.”
Es wird spannend, wie die Veranstalter mit der Kritik nun nach der Absage der Konferenz umgehen und welche Schlüsse sie für die Neukonzeption ziehen.
